We are still waiting for confirmation on an official opening date for 2023 grassland derogation applications in England, but it has been confirmed that they will go ahead.

Phase 2 of the regulations came into force on 1st January 2023, with the exception of the 170kg/ha nitrogen limit.
In the last 2 years the updated Welsh regulations have been brought more in line with the English regulations since the introduction of Wales’s ‘Whole NVZ’ ruling.
To better reflect the contributions made by those with HLS agreements and to support the continued protection and management of these sites, Defra are increasing HLS payment rates.
Following the temporary closure of the Capital Grants scheme in November 2024, Defra has announced that sufficient funding has been secured for 2025/26.
