On January 15th DEFRA added its key findings on payment rates for the new Environmental Land Management Scheme (ELM), to the September 2020 ‘Tests and Trials’ document. The new scheme, which launches for applications in 2024, replaces the current Countryside Stewardship (CS) and Basic Payment Scheme (BPS).
ELM will provide a powerful way of achieving the goals of the 25 Year Environment Plan and commitment to net zero emissions by 2050, while supporting our rural economy. Through the scheme farmers and other land managers may be paid for delivering the following:
· Clean air
· Clean and plentiful water
· Thriving plants and wildlife
· Protection from environmental hazards
· Beauty, heritage and engagement with the environment
· Reduction of and adaptation to climate change
“Many participant farmers have continually stated that they have not been compensated sufficiently under previous schemes for the activity they have undertaken, particularly where capital costs are incurred. Several tests and trials are working with farmers to assign preferred payment rates.”
The following table gives the payment rates suggested by farmer participants in the Respryn Bridge Natural Capital test, coordinated by Lanhydrock Estate.
